LAOCS MISSION STATEMENT
MISSION:
The 199th Regiment coordinates and supervises leader
training for Officer Candidate Schools (OCS) and
Noncommissioned officer education system programs within
Total Army School System (TASS), conducts regional OCS Phase
III consolidated training and provides command and control
for Louisiana Army National Guard school battalions.
This mission statement requires
that we perform and/or accomplish the following:
Staff
supervision of:
-
All faculty
training courses not proponent/MOS aligned.
-
Standardization of conduct of NCOES among the NCOES/NCOA
BNs.
-
OCS
coordination for TASS.
-
All formal
school training within the Louisiana Army National
Guard.
-
Certification of ITC/TAITC instructors.
-
Compilation,
coordination and presentation of SMDR data.
-
Develop and
publish policy, plans, SOPs and MOAs.
-
Coordinate,
direct, resource and conduct OCS Phase III consolidated
training for.
-
Ensure
proper proponent SME coordination of new TASS
organizations.
-
Provide
quality assurance (QA) for leadership courses.
-
Coordinate
issues and resolutions to problems between agencies
and/or organizations affecting leadership training in
the region or with OCS Phase III training.
-
Moderate/coordinate USAR and ARNG NCOES interface and
cooperation.
-
Act as the
intermediary between the battalions and the Regional
Coordinating Element (RCE) or National Guard Bureau (NGB).
-
Develop the
Regimental Mission Essential Task List (METL).
-
Access the
Army's Automated Training Requirement Resource System (ATRRS)
to monitor student load, instructor utilization and
school capacity for leadership courses.
-
Coordinate
leadership courses, TDA structure and OCS Phase III with
the six other leadership regiments, OCS battalions, RCEs,
NGB, Reserve Officer Training Corps (ROTC) and the
United States Army Infantry School (USAIS).
-
Command and control the LA ARNG General Studies battalion.
Our mission in
the 199th Regiment for the remainder of the 21st century
will continue to be challenging and exciting. Under the
Total Army School System (TASS), soldiers from all
components of "America's Army" are working and training
together while meeting the same standards. As full partners
in this force, the Army National Guard has incurred
additional responsibilities and our soldiers must be better
prepared than ever before. As members of the 199th Regiment,
our task is to fully commit to the continuing goal of
producing highly trained, professional soldiers with the
leadership talents and individual skills to necessary to
accomplish their varied missions in peace and win on the
battlefield. To master this challenge we must:

Establish a
flexible, efficient organization that is responsive to
the needs of our units and soldiers, provides the
necessary guidance and supervision for our subordinate
units, and serves as a positive example for the rest of
our country.

Ensure all
instruction meets or exceeds standards in order to
guarantee our soldiers will be trained to the highest
possible extent and their time is not wasted.

Ensure
quality, professional instruction for all courses,
incorporating current technologies and multifaceted
lesson delivery methods such as computer lessons,
distant learning, video teleconferencing, distributive
training, etc to augment the learning process.

Train the
way we fight maintaining battle focus to demonstrate to
students how their training and new skills are applied
in the conduct of war.
-
Maximize
time and resources to increase individual training for
soldiers to allow their parent units to focus on
collective training which will correspondingly increase
their unit readiness while decreasing the unit's work
load in tracking and training those individual tasks.

Establish a
professional, formal military school environment for
staff and cadre as well as students attending any course
that we conduct or for which we are responsible, setting
an example for other schools to emulate.

Institute/augment staff development and competency
training to ensure the members of the Regiment and our
LA ARNG units can lead and teach effectively.
To realize this
vision we must lead the way, dedicating ourselves to the
ideals of teamwork, quality and service to the soldier,
while always maintaining the high standards, dedication and
commitment to excellence that are the trademarks of
professional soldiers. |
